BOARD MEETING MINUTES
APRIL 13, 2022
Board Members Present: Daniel Lindblom, Brian McGuinn, Jeff Wasylowsky, Stacy Puleo and Yulia Balyberdina
Board Members Absent: None
Also Present: Jim Bouras, Community Management & Construction, Inc.
Daniel Lindblom stated there is a quorum of Board Members present via audio conference call and opened the April 13, 2022, Virtual Board Meeting at 7:00 pm. There were 2 homeowners present.
MINUTES – The Board reviewed the Minutes from the March 9, 2022, Board Meetings.
Mrs. Puleo made a motion to approve the Minutes from the March 9, 2022, Board Meetings as written. Mr. McGuinn seconded this motion, and it was unanimously approved by the Board.
Mrs. Balyberdina requested to add memorial bench discussion to the March 9, 2022, Board Meeting Minutes. Mrs. Puleo noted that this is not necessary since no decision has been made by the Board. The Board agreed to add this discussion item to the future Board Meeting Agendas and reflect this discussion in the April 13, 2022, Board Meeting Minutes.
FINANCIAL - The Board reviewed the March 31, 2022, Delinquency Report.
#200 – Claim of lien on file.
The Board reviewed the March 2022 Balance Sheet and Income and Expense Report. Mr. Bouras informed the Board that Ashley Park is in good and stable financial condition.
MANAGEMENT
PARK BENCH REPLACEMENT ESTIMATE – Mrs. Puleo made a motion to approve the park bench replacement estimate for $1,179.36 including delivery cost. Mr. Lindblom seconded this motion, and it was unanimously approved by the Board.
PROPERTY INSPECTION REPORT – Nothing new to discuss.
RENTAL INFORMATION – Nothing to discuss.
WEBSITE – Nothing to discuss.
CAPITAL IMPROVEMENT COMMITTEE – The Board Members continued the entrance sign refurbishing discussion and agreed to invite one of the vendors to the next Board meeting to answer the Board Members questions. Mr. Bouras informed the Board that the Ashley Park monument at Sea Blue Trail and Shorewind Drive may be located on a homeowner’s property and the monument at Shorewind Drive and Shorewind Place may be located on Palm Beach County property.
OLD BUSINESS AND NEW BUSINESS
GRAFITTI CLEANED FROM PLAYGROUND EQUIPMENT IN PARK – The Board Members discussed installation of security cameras at the playground. It was noted that the expense associated with the security cameras might not be justified. Security cameras may not prevent vandalism and even if it does capture the image of the person vandalizing the playground equipment most likely it will be impossible to identify that person. The Board Members discussed other ways of deterring vandalism and protecting the Association property: (i.e. mass mailing to the homeowners, installation of fence, installation of a large size sign, etc.). The Board Members agreed sending a letter to the Ashley Park homeowners to spread awareness of the playground equipment vandalism and to ask homeowners to be vigilant and report any suspicious activities at the playground to the police.
Mrs. Puleo made a motion to send a letter to the Ashley Park homeowners and to re-visit this discussion in 3 months. Mr. Wasylowski seconded this motion, and it was unanimously approved by the Board.
Mrs. Balyberdina requested to include in the letter a reminder to keep dogs on the leash and do not use community park as a training dog facility.
Stacy Puleo will draft a letter and will send it to the Board Members for review.
PALM BEACH COUNTY WATER UTILITIES RECLAIMED WATER DISCUSSION – BAY WINDS – The Board Members discussed the reclaimed water project. Mr. Bouras informed the Board that there will be a Questions and Answers session via conference call with a SFWMD representative at the next Bay Winds Board meeting on May 18th. Mr. Lindblom also announced that the future Bay Winds Board Meeting Agendas and Minutes will be posted on the Ashley Park web site.
Mr. Lindblom informed the Board that one of the Ashley Park homeowners is requesting ACC approval for a metal roof. The Board Members discussed this matter and agreed that in general the Board is open to the metal roofs idea, but there should be a list of specifications for the metal roofs that could be allowed. Daniel Lindblom will prepare a document with the metal roof specifications and will send it to the Board Members for review. Management will respond to the homeowner’s modification request saying that this request cannot be approved at this time, but the Board is contemplating specifications for metal roofs that may be approved for installation in Ashley Park.
One of the homeowners reported dogs running loose and cats that are roaming free. It was suggested for the homeowner to contact management with the addresses where violations occurred, management will send necessary violation notices.
Eivina Cobb suggested using the Boca Winds community share on Facebook to raise awareness of the vandalism in the park. Mr. Lindblom noted that the Board is not going to post there but the homeowners are welcome to do that.
Eivina Cobb also asked when the Board is planning to return to in-person Board meetings. The Board Members discussed this matter and agreed for now to continue the meetings virtually and to come back to this discussion later.
Mrs. Puleo made a motion to adjourn the Board Meeting at 8:12 pm. The motion was seconded by Mr. Lindblom and unanimously approved by the Board.
