BOARD MEETING MINUTES

OCTOBER 11, 2023


Board Members Present: Daniel Lindblom, Jeff Wasylowsky, Brian McGuinn and Stacy Puleo


Board Members Absent: Yulia Balyberdina

Also Present: Jim Bouras, Community Management & Construction, Inc.


Daniel Lindblom stated there is a quorum of Board Members present and opened the October 11, 2023, Board Meeting at 7:00 pm. There were 3 homeowners present.


MINUTES – The Board reviewed the Minutes from the September 13, 2023, Board Meeting.

Mrs. Puleo made a motion to approve the Minutes from the September 13, 2023, Board Meeting as written. Mr. McGuinn seconded this motion, and it was unanimously approved by the Board.


FINANCIAL - The Board reviewed September 30, 2023, Delinquency Report. There are no notable delinquent accounts currently.


The September 2023 Balance Sheet and the Income and Expense Report were reviewed by the Board Members. The association is in good shape financially; expenses are under budget.


OLD BUSINESS AND NEW BUSINESS

SCHEDULE OF 2024 MAINTENANCE COSTS – Mr. Bouras informed the Board that CMC will no longer be providing landscape services beginning January 1, 2024. Management solicited bids and the lowest bidder was CPM. CPM will also be providing services for the Boca Winds and for the Bay Winds Associations. The Board Members reviewed and discussed the estimated schedule of the 2024 maintenance costs including services provided by CPM.


2024-2027 MANAGEMENT AGREEMENT - The Board Members discussed the CMC management proposal. Mr. Lindblom made a motion to approve the CMC 3-year management contract with a 3% annual increase. Mr. McGuinn seconded this motion, and it was unanimously approved by the Board.

PROPOSED 2024 BUDGET REVIEW – The Board Members reviewed and discussed 2 options/variations of the Estimated Operating 2024 Budget. The first option A – with reduced PBCSO deputies weekly shifts and the second option B – with the same as current deputies’ schedule. The Board Members agreed to follow the Boca Winds Board’s decision regarding the number of weekly deputies shifts. The Board Members discussed the presented proposed estimated 2024 budget in detail.

CAPITAL IMPROVEMENT COMMITTEE

DISCUSS PROPOSED PARK BENCHES– The discussion about the benches and the ground cover under them is on hold for now. The Board will review the playground sand replacement/refreshment proposals and will reevaluate the benches and the ground cover under them after that.


PLAYGROUND GROUND COVER DISCUSSION

MANAGEMENT

IRRIGATION RESTORED TO CENTER ISLAND IN THE PARK – Irrigation to the center island at the park was restored.

GRAFFITI REMOVED FROM THE PARK BENCHES - Graffiti was removed from the park benches.


SWING SET STRUCTURE PAINT SANDBLASTING DISCUSSION – Mr. Bouras informed the Board that the swing set sandblasting will cost $1400. The Board discussed sandblasting and painting versus possibly replacing the swing set. Management was instructed to obtain the proposal for the electrostatic painting of the swing.


PROPERTY INSPECTION REPORT – No discussion.

RENTAL INFORMATION – No discussion.




The meeting was adjourned at 7:40 pm.
